O mundo vem passando por transformações profundas nas últimas décadas. Essas transformações afetam praticamente todas as áreas das atividades humanas e decorrem de fatores econômicos, políticos, sociais, culturais e tecnológicos, quase sempre combinados e interagindo entre si. O Brasil, inserido no contexto de globalização, também é afetado por essas transformações, as quais, cedo ou tarde, acabam se refletindo – ainda que em graus variados - nas exigências técnicas pretendidas por governos e mercados para produtos, processos e serviços. A avaliação da conformidade, uma das atividades que integra a infraestrutura de qualidade dos países em geral, está relacionada com a demonstração de que tais exigências são cumpridas. A acreditação, outra atividade que integra a mencionada infraestrutura, refere-se ao reconhecimento formal da competência técnica dos organismos que executam a avaliação da conformidade. A acreditação, portanto, adiciona confiança aos procedimentos e resultados da avaliação da conformidade. A Coordenação Geral de Acreditação do INMETRO (CGCRE) é o único organismo reconhecido oficialmente pelo governo brasileiro para executar a atividade de acreditação em território nacional. Porém, esta é uma atribuição que, dadas as peculiaridades inerentes à atividade, exige anos de preparação prévia do organismo acreditador para adequar sua estrutura ao perfil da demanda para uma área específica. A área ambiental foi escolhida como foco deste trabalho devido à sua transversalidade e abrangência, perpassando vários setores da economia e da vida em sociedade, mas também por ser relativamente nova no País e, até por isso, promissora em fatos portadores de futuro. O objetivo deste trabalho é fornecer um conjunto de cenários para a demanda, no Brasil, em 2030, por novos serviços de acreditação relacionados à proteção e conservação do meio ambiente. Para cumprir tal objetivo, utilizou-se o método de elaboração de cenários de Michel Godet, da Escola Francesa de Cenários. Com base nas principais variáveis e atores identificados com a aplicação do método, foram elaborados quatro cenários, para os quais se atribuiu probabilidades (subjetivas) de realização. A distribuição das probabilidades referente a estes quatro cenários indica que existe considerável incerteza quanto à evolução dessa demanda no horizonte de tempo estabelecido.
ABSTRACT - The world is undergoing profound changes in recent decades. These transformations affect practically every area of human activity and are driven by economic, political, social, cultural and technological factors, often combined and interacting with each other. In the context of globalization, Brazil is also affected by these changes, which, sooner or later, are reflected - albeit varying degrees - in the technical requirements sought by governments and markets for products, processes and services. Conformity assessment, one of the activities that integrates the quality infrastructure of the countries in general, is related to the demonstration that these requirements are fulfilled. Accreditation, another activity that integrates the aforementioned infrastructure, refers to the formal recognition of the technical competence of the bodies performing the conformity assessment. Accreditation, therefore, adds confidence to conformity assessment procedures and results. The General Coordination for Accreditation of Inmetro (CGCRE) is the only body officially recognized by the Brazilian government to carry out the accreditation activity in the national territory. But, this is an attribution that, due to the inherent peculiarities of the activity, requires years of prior preparation of the accrediting body to adapt its structure to the profile of demand for a specific area. The environmental area was chosen as the focus of this work not only because it is transversal and due to its range, permeating various sectors of the economy and life in society, but also because it is relatively new in the country and, therefore, promising area for future events. The objective of this work is to provide a set of scenarios for the demand in Brazil in 2030 for new accreditation services related to the protection and conservation of the environment. In order to fulfill this objective, the method of elaboration of scenarios of Michel Godet, of the French School of Scenarios was used. Based on the main variables and the actors identified with the application of the method, four scenarios were developed, for which (subjective) probabilities of accomplishment were attributed. The distribution of the probabilities regarding these four scenarios indicates that there is considerable uncertainty about the evolution of this demand over the established time horizon.
